It means to believe in it without any doubt whatsoever.

For the Hebrews, the heart was more than the 'feelings' we associate with it in the West. It meant also your place of understanding and therefore response. Your soul was your identity, the inner person God created in you.

So to do anything with 'all your heart and soul' required a response from your whole person. To understand the absolute truth and therefore act on it, and for that to shape who you are.
