The Bible differentiates between romantic and non-romantic kissing. Kissing as a hello or good bye was common. In 1 Peter we are told to greet each other with a "kiss of charity". The awkward part about this is that tradition tells us that this kiss of charity was often given on the lips. This kiss was generally a sign of respect and closeness or non-erotic affection, like a father to a son, or best friends.

That's pretty much it. The Bible doesn't condemn kissing outside of marriage, and it doesn't really discuss dating much. What the Bible does discuss is having relationships that are healthy and spiritually and emotionally beneficial for all parties involved. The question you have to ask is if kissing outside of dating will produce this kind of relationship or not.
