After the Apostles were killed, it left the church without the High Priesthood. No one had the authority to ordain anyone to a higher position than they themselves held. Therefore a complete restoration has to be made.

The High Priesthood has to be restored so that Twelve Apostles can once again govern the church of Christ. These twelve will have the authority to set apart a Presidency, consisting of a President and two Counselors. The last Presidency consisted of Peter, James and John.

I will go so far as to say that no King, Queen, Emperor, Pope, Archbishop has ever had that High Priesthood given to them. For NO MAN can take that authority upon himself, only he who is called of God, and by the laying on of hands.
