If a member of the Church of Jesus Christ of Latter-day Saints (the "Mormon" church) admits to their Bishop that they do not pay a full tithe, they will not qualify to hold a Temple Recommend or to hold certain leadership positions in the congregation. They are still welcome to be participating members of the congregation and can hold most teaching and service positions within the church. Church members believe that those not paying a full tithe will not recieve some blessings from God that they could have recieved if they were following His commandment of Tithing.

Does a mormon member need to obligate a certain amount of money for the year or is it voluntary?

Members of the Church of Jesus Christ of Latter-day Saints (the "Mormon" church) are not required to give any amount of money to the church. All positions in the church are voluntary and leaders or teachers are not allowed to accept any payment for their services. Mormons believe in the Biblical practice of the Tithe, which means giving 10% of your increase to the church. While the Tithe is required to qualify for certain leadership positions or to participate in special Temple ceremonies, it is completely voluntary. Members are not forced or coerced to pay and payment is done entirely on the honor system. Studies have shown that about 80% of actively practicing Mormons pay a 10% Tithe to the church. See the "Related Links" below to learn more about Mormon beliefs about Tithing.
