In every biblical example of conversion and baptism, the convert was able to believe, repent, and confess that Jesus is the son of God prior to baptism. A baby can do none of these, and thus is not subject to baptism. Mark 16:16 says "He that believeth and is baptized shall be saved." A baby is not capable of believing. A baby is also not capable of sin, and thus has no need to have sins washed away in baptism. Once a person is old enough to know right from wrong, and to choose for themselves, then they must be baptized in order to be saved. (1 Peter 3:21)
