An "Agnus DeI" is a sacramental which consists of small medallions made with the wax of the paschal candles, or of the candles of the feast of the Purification, bearing on one side the image of the Lamb (whence the name). It has its origin in the custom of distributing pieces of the paschal candle as sacramentals. Its blessing is reserved to the Pope, which he does solemnly on the year of his coronation and then every seven years. [A Small Liturgical Dictionary, Cardinal Lercaro, Liturgical Press, 1959)
