In the Catholic faith, a scapular refers to an outer garment which is just two long pieces of cloth, joined at the shoulders hanging down in the front and back. It is a part of most religious garments, it originated with the Benedictines. For many centuries now, there have been small scapulars which are small pieces of cloth joined by two strings over the shoulders, this are blessed and worn by associates of a particular religious order to participate in their work and blessings. The most famous is the Scapulars of Our Lady of Mount Carmel, it is brown, and carries many promises with it. I know of no "regional" term for it, you would have to give me a specific region, country, or language for a more specific answer. You must be invested with the first one by a priest, after that, you may just replace it as needed. There are specific practices that go along with it, to obtain the various promise made by Our Lady.
