You probably mean "civil" religion. This is the (usually unacknowledged) "religion" or ethical system sanctioned by the government. It is what most people of the country agree to. In the U.S., "In God We Trust" is printed on our money, but the actual god is the country itself that people believe in generally. Basically, civil religion is the way the public wants to think of itself as being instead of acknowledging the realities of who and what they really are.
