Luke 24:49 "And, behold, I send the promise of my Father upon you: but tarry ye in the city of Jerusalem, until ye be endued [clothed] with power [dunamis - inherent power] from on high."
When Jesus spoke of the promise of the Father, he referred to it as being endued with power from on high. He had previously explained that the gift God desires to give us is the holy spirit.
Luke 11:13 "If ye then, being evil, know how to give good gifts unto your children: how much more shall your heavenly Father give the Holy Spirit to them that ask him?"
To receive the gift of holy spirit and be endued with power from on high, the apostles were to wait in Jerusalem.

After waiting in Jerusalem as instructed, the promise of the Father arrived. On the day of Pentecost, Peter declared how to receive the gift of holy spirit.
Acts 2:38 "Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost."

This promise was made to Abraham in the Bible, who is considered the father of the nation of Israel. The fulfillment of this promise is seen in the establishment and growth of the nation of Israel throughout history.
