Matthew emphasises Jesus as the Messiah who fulfilled Old Testament prophecies. He also highlights Jesus as an authoritative teacher of the Law and will of God. Jesus is presented consistently throughout Matthew as the heavenly King. Luke focuses on Jesus as the 'Son of Man' who came to seek and save the lost, particularly those on the fringes of society such as the poor and the sick.
All four Gospels, Matthew, Mark, Luke and John are all about Jesus' public ministry. I would say that Luke probably has the most description about his public life.
