Any one whom God has called to preach the gospel (salvation by grace through faith in the finished work of Jesus Christ on the cross of Calvary) is a preacher/minister. A preacher/minister who has accepted a full/part time position as the spiritual leader of a church is a pastor. All pastors are preachers/ministers, but not all preachers/ministers are pastors.

Both terms are used to describe clergy in the Protestant church. The terms are two different ways to look at the work of the clergy. The term "pastor" refers etimologicly to the picture of a shepherd: one who guides, feeds and guards his flock. The term "minister" refers more to the administrator of the congregation

The most common terms include: minister, preacher, pastor, and priest (priest is usually used in reference to Catholic "pastors").
A priest is generally associated with the Catholic or Orthodox Christian tradition and can perform sacraments like Mass and confession. Reverend is a term used for ordained ministers in many Protestant denominations. A minister is a generic term for a person who leads worship services. A preacher gives sermons and teaches about religious beliefs. A pastor is typically a minister who leads a congregation and provides spiritual leadership.
An ordained minister has been examined by a congregation and found to be orthodox in his beliefs. Then, those that have interviewed him certify or vouch for his orthodoxy and lay hands on him and prayer for his ministry. They then sign a paper stating that he is ordained by that group. To be licensed is to have the state's registration. It includes what affiliation the minister claims. There is not an examination of orthodoxy. Ministers are allowed to perform certain actions such as marriage with the state license.
