For every person has in the heart a law inscribed by God. . . . the conscience is our most secret core and sanctuary. There we are alone with God whose voice echoes in our depths" So: our conscience is God's guidance deep within us. Just like children sometimes tune out parental advice, there are people who ignore God's guidance. If this is done on a regular basis, we no longer hear God's voice. It is as though our conscience is alseep. Thus, a 'sleepy conscience' is one which is lazy or does not even hear God Who is speaking.
