One of the most accepted and widely used formats for citing book, chapter, and verse of The Bible is the following: Luke 23:43. As for the text of the verse per se, the punctuation provided by the editors of the text (assuming it's in English) is probably as useful as any. When the words were originally recorded in Greek, Greek manuscripts were written in scriptio continua, with no spaces between the words and little or no punctuation. Often, words were broken in their middles at the end of a line. One on-line Greek version currently has a semicolon after, "And said unto him: " with a comma between "I say to you" and "today." Example: "And said unto him: I say to you, today..." The placement of the comma before the word, 'today' is typical of most Greek versions that contain punctuation. Such punctuation is present in the Greek Orthodox Church Version. But, as noted earlier, there are other Greek texts that leave out all punctuation entirely.

Another Answer:

The currently accepted punctuation of this verse is, 'Verily I say unto thee, Today shalt thou be with me in paradise' (Luke 23:43) However, this flies in the face of John 3:13 which says no man (except the Son of Man) goes to Heaven...

Punctuation is somewhat subjective to translators and is not necessarily correct. Consider the colloquialism of Jesus' day and then write it out. You get, 'Verily I say unto thee today, shalt thou be with me in paradise.' This agrees with all other Scriptures.

Further, the word for 'paradise' means garden and infers being on Earth which in the Beatitudes it says we will inherit the Earth and Revelation 21 speaks of the Father's tabernacle coming to a 'New' Earth to be with man. All fits perfectly with the second version of punctuation, therefore it must be correct and the current version in most translation, erroneous.
