Briefly ... if one encounters a nest containing eggs or hatchlings that he'd like to have, he's allowed to take them, but only after he sends the mother bird away from the nest. See Deuteronomy 22, verse 6.

How important is the mitzvah of tzedaka?

The regular, continuous practice of giving charity is a major ongoing responsibility in Judaism, to the point that even a poor person is responsible to give some of what he does have to those in the community who have less. But a direct answer to this question must be 'ducked', because of the concept of "How important ...". There is a priciple in Judaism that says that none of us knows the relative importance of any mitzvah compared to any other. Theoretically, it's possible that the mitzvah of building a restraining wall around the flat roof of a house, or the mitzvah of shooing the mother bird away from the nest before taking the eggs, could be more 'important' than observing the Sabbath or honoring one's parents. We'll find out in the World to Come, but right now we just don't know.
