The purpose of a minbar is to help amplify the voice of the Imam when he gives a khotba (speech). Prior to there being microphones, Muslims built mosques with carved out minbars in order to provide an echo-chamber and make the sounder louder. It remains as a purely decorative element where Imams give speeches (since most mosques now have microphones).
