The ULC Monastery isn't a scam, per se. In its current incarnation, it was started by Daniel Zimmerman in 1994, I believe. He created it to give an online presence to the Universal Life Church. He was the only ULC site for about 5 years, when Kevin Andrews started ulc.net. And 6 or 7 years after that, the ULC Seminary was started.


In Aug of 2006, George Freeman took over the site from Daniel. It was a hostile takeover, but they of course are disputing this. Information about the chance can be found at www.ulcseminary.org/changeofsite.php.


The Monastery itself separated from the ULC Headquarters and began ordaining people directly. They have posted on their site that they have ordained 20 million people worldwide and this is misleading. The headquarters of the Universal Life Church, with which they are no longer affiliated, has ordained 20 million worldwide.


There have been multiple issues with the ordinations done through the Monastery because there are steps that need to be taken with each of the states to ensure legality and, according to ULC Headquarters, the monastery has not followed all the proper procedures.
