Moses, In the book of Exodus:
29) And it came to pass, when Moses came down from mount Sinai with the two tables of testimony in Moses' hand, when he came down from the mount, that Moses wist not that the skin of his face shone while he talked with him.
30) And when Aaron and all the children of Israel saw Moses, behold, the skin of his face shone; and they were afraid to come nigh him.

It is said that Moses spoke to God face to face. This is in the Torah. Exodus and Deuteronomy, I believe.
Nowhere in the Bible does it state that Adam saw God's face, however, occasions are described where 'the man' and God would have had opportunities to see each other, face to face; e.g., at Man's creation. So, while not specifically written in the Bible, the fact that Adam saw God's face is highly likely. It is a fact that can be inferred, albeit not too adamantly, from information given in the Text.
The Romans had two words for man. If one were speaking about mankind in general, as opposed to a god or animal, he would use the word homo. If he were speaking about a grown man, as opposed to a boy, the word used was vir.
We must remember that before sin entered the world, god came to speak to Adam and Eve. But we can not see gods face to face mainly because as god is sinless so we can not look unto his face as we may go blind.
God spoke to paul on the road to Damascus. And the LORD spake unto Moses face to face, as a man speaketh unto his friend. Exodus 33:11
In the Bible, when God said, "Let us make man in our image," he was speaking to the other divine beings in the Trinity - Father, Son, and Holy Spirit.

When faced with the dilemma Peter and the other Apostles faced here before the council we are to obey God rather than man. They were preaching the Gospel of Jesus Christ and had been told to stop doing so by these men, they refused to do so in the face of great punishment. Recently in Iran there is a Christian minister who was jailed because he refused to renounce his Christian faith and accept Islam, he now faces the death penalty for his stance on Christianity. This is what these verses are speaking of. In the face of great danger we are not to compromise our Faith in God because of man. They are not speaking of civil laws made by man as we are told "to obey the laws of the land", only when those man made laws go against Gods laws are we to make our stand with God.
