What to say to someone who is making her Confirmation?

Taking out ones conformation is not just to go through a ceremony, but is to make a commitment to Christ that they will lead a Christ like life. There are no half measures. When a person commits themselves to Christ, He will keep His side of the bargain providing the other tries their hardest to keep theirs.

If one is not prepared to give 101% of themselves, I suggest that they rethink their situation, then when they are ready they may take out their conformation.

A Confirmation is like making a covenant with God and Christ, who will give the Gift of the Holy Ghost as is necessary in their lives to that person to help keep them true to their covenant.
