NO, they can not teach or preach. I am sure some of you do not like my answer. However, take a look at what the Bible says: I Cor. 14:34: Let your women keep SILENCE in the churches: for it is not permitted unto them to speak; for it is a shame for women to speak in the church. This is very clear and then read verse 35. This would also refer to preaching in the church, not the building but to believers which is the church.
