He was beaten with a cat of 9 tails and was beaten an unspecified number of times. Had He been beaten by the Jews than 39 lashes would have been the law, 40 having been accepted as a maximum humanly survivable, the Jews believed that they should hold back the 40th for fear of beating too many times. Jesus was not beaten in this manner though as He was flogged by the Romans who had no such law.
Jesus told the illustration of a Samaritan who came across a man who had been beaten and robbed. (Luke 10:33-37)
There are three times in the KJV bible where there is an account of Jesus being beaten (scourged). All of the accounts (Matthew 27:26; Mark 15:15; and John 19:1) refer to only one beating by Pilate.

They did not have to drag Jesus to any hill. He went willing up the hill to be crucified. He was beaten before he went up the hill so he probably did have difficulty making it up the hill.
If you read John 19:10 this will help you to see that Jesus knew full well that Pilate had the authority to release him or put him to death. Ultimately Jesus was condemned and executed at the hand or order of Pilate.

We are told that Jesus was slapped, so a hand was one instrument. We are also told that a crown of thorns was pressed down on His head, so this was another instrument. And then we are told that Jesus was beaten with a Roman whip, so this again was another instrument. And the last was the nails that Nailed Jesus to the cross, an instrument of torture and death in itself.
