Deuteronomy 6:16: "Do not test the LORD your God, as you did at Massah". Moses here is writing about his people who tested God as described in Ex 17:2-7. This is the scripture Jesus quoted in Matthew 4:7 and Luke 4:12.

However, when Abraham turned to the Lord and pleaded with him that 'if there were at least ten righteous men found in the city, would not God spare the city?' For the sake of ten righteous people, God declared that he would not destroy the city. (Genesis 18:17-33). Likewise Gideon tested the Lord in Judges 6:36-40. The difference is when doing so with the fear and respect of God and having your heart in the right place otherwise it is viewed as sin.
