The boundaries of the Promised Land varied from time to time in different parts of The Bible. At times, it was said to encompass the lands from the Euphrates to Egypt and included land to the east of the River Jordan. At other times, it was a relatively small land. In the Book of Numbers, Moses sent spies to the Promised Land, but the narrative is actually two versions of the same story blended together. In one version of the story, the spies travelled only as far north as Hebron, in the future kingdom of Judah, and returned with their report on the Promised Land (Numbers 13:22-25, 13:27-29). In the other, the spies toured the Promised Land "from the Wilderness of Zin to the entrance to Hamath." Later, Moses was taken to the top of a mountain on the eastern side of the Jordan and promised all the land that he could see from that vantage point, on the western side of the river.

In historical terms, archaeologists say that by 1000 BCE, the Hebrews had occupied the mountainous hinterland from the southern end of the Dead Sea north to the Jezreel Valley.
