The "diminishing of the generations" refers to the Jewish tradition that our ancient forbears were on a much higher level of both holiness and intelligence than we are. The Talmud sages were aware of the gradual descent in the capacity and agility of the mind, and this made it imperative not to rely forever on the ability of Jewish scholars to memorize the entire Talmud (as they had previously). This, coupled with anti-Semitism which necessitated our wandering from country to country, meant that we had to have the Talmud in written form.
