Actually Moses did stray from God's pattern when he smote the rock twice in Numbers 20:11. Smiting the rock was a symbol of Jesus Christ dying on the cross. Christ only had to die once and God punished Moses for striking the rock twice. Moses was not allowed to go into the promised land.
God knows everything ahead of time, I'd imagine if God knew that Moses was not going to obey him and screw up many times, God would have chosen someone else to do His will.
