When a man is ordained as a priest, he is ordained by a particular bishop for that bishop's diocese. For instance, I live in the diocese of Raleigh (eastern North Carolina) so when men are ordained for this diocese they are ordained by the Bishop of Raleigh. During the ordination ceremony, the deacon to be ordained puts his hands, in the prayer position, inside the hands of the bishop and swears obedience to him and to his successors. Once he is ordained, he remains in that diocese (or religious order) for life. Very occasionally, for good reason, a man might request a transfer, but he would have to get formal written permission from another bishop that would be willing to accept him, and formal written permission from his own bishop allowing such a transfer. No priest is ever without a bishop over him, to whom he has pledged his obedience lifelong. So the short answer is "whatever the Bishop requires of him". There are two kinds of priests, secular and religious. Secular priests are ordained by the Bishop of a diocese to serve in that diocese, religious priests are ordained to serve in an Order, for instance, the Benedictines, or the Jesuits. The former usually run parishes, although there are priests in administration, teaching at schools, running the legal system, etc. Order priests have a particular charism of their order. Most Benedictines are in monasteries, and run schools. The Jesuits also run schools.
