In the 1960's many bishops and priest turned towards the people to be "more relevant" or some such and eventually the Vatican caved in to pressure and officially allowed it, although, to the best of my knowledge, the Missal officially still said (up until 2013) that the priest was to turn to the people to say certain things, and then to turn back to the altar. That particular phrase - which clearly indicates that the priest was supposed to be facing in the same direction as the people was only recently removed in 2013 or 2012 with the release of the 3rd Edition of the Roman Missal. But they actually started facing the people in the 1960's sometime.
