When do Jesus say it is done?

When Jesus said "It is finished." he meant that his work on the earth was done and that he was ready to go back to heaven to be with his father.

He said this when he was on the cross and these were his last words.

Each of the gospels has Jesus utter different parting words just as he dies. In Matthew and Mark, Jesus utters "My God, My God, why hast thou forsaken me," and then gives up the ghost. Similarly, Luke has Jesus say, "Father, into thy hands I deliver my spirit," as he dies. Mark makes it clear that Jesus was fully human, while Matthew and Luke have him human, conceived by the Holy Ghost.

Alone among the New Testament gospels, John portrays Jesus as divine and pre-existing from the time of creation. He came to earth knowing of his mission, and this mission was finished with his crucifixion. In John 19:30, Jesus says simply, "It is finished," bows his head and gives up the ghost.
