The month of Nisanis referred to by the Torah as "the month of springtime" (חודש האביב, chodesh haAviv, Ex. 34:18). The Talmud (in the first chapter of Sanhedrin) explains this to be a requirement that Passover (Pesach) fall in the spring time, as determined by the solar calendar. Since the Jewish calendar is a lunar calendar, this establishes a rule that a leap month needs to be added to make Passover later, if it would fall before the vernal equinox without a leap month. That leap month is the second month of Adar and it is added in 7 out of every 19 years. Other holidays that can fall during the spring time are Purim (though it almost always falls before the vernal equinox), and Shavuot which falls on the 50th day after the first day of Pesach.
