It has been that way since the early Church, I know that it is in St. Benedict's instructions for praying the Office, that he wrote in the sixth century, and he was just writing down what had been done for a long time by then. When Lauds is Solemn the altar, ministers, choir, and people are all incensed during the singing of The Benedictus.
