Here's where the fun comes in. Azazel is limited to 3 times in the Hebrew Bible. All 3 instances are in Leviticus chapter 16 in verses 8 and 10.
8 And Aaron shall cast lots over the two goats, one lot for the Lord and the other lot for Azazel.
10 but the goat on which the lot fell for Azazel shall be presented alive before the Lord to make atonement over it, that it may be sent away into the wilderness to Azazel
Please note: In older English versions of the translation such as the King James Version the word Azazeyl is translated as "scape-goat". however in most Modern English Versions the word Azazeyl is represented as a name in the text.
Later rabbis, interpreting la-azazel as azaz (rugged) and el (strong), take it as referring to the rugged and rough mountain cliff from which the goat was cast down.
Problems about Azazel being a fallen angel arise because too many Christians today (especially in the United States) are so closed minded. From 1611 to the mid 1800's (around 1856), the Original King James Version of the Bible included The Books of the Apochrypha. It is believed that it was printing cost that caused printers to remove the Apochrypha from the King James Version of the Bible, Which sometimes included the Book of Enoch (found originally in the Dead Sea Scrolls.)
