The Eightfold Path is not a set of laws like the ten commandments. No Buddhist is forced to comply with the suggested behaviors. It is however, beneficial fo a person to comply with the sugestions as this will lead to earlier enlightenment and escape from pain and the cycle of death and rebirth. The Path's components are:

Since I know that the Eightfold Path, the Three Jewels and the Four Noble Truths are all a basic part of Buddhist teachings, I would have to say that the Five Step approach is not.

Bhumi-Bodhisattva (a highly realised being), it would be unrealistic to expect that he or she can perfectly practise the eightfold path right now.However, it is no unrealistic that a lay practitioner will at some point be able to practise the eightfold path since the scriptures explain in detail how to reach this level and there are accounts of realised beings who have gotten this far and even further.

Like many aspects of Buddhism, there is no required order for the Eightfold Path. You don't have to do step one before you proceed to step two. They are not really steps, just a collection of suggestions that would help to lead a more skillful and less painful life. They aren't requirements to be a successful Buddhist.
The Dalai Lama is a Buddhist leader. he believes in the philosophy of life set out in Buddhist traditions, specifically the Four Noble Truths and the Eightfold Path.
Five steps is not a Buddhist belief.
The Eightfold Path is not a walkway or other physical object. They are an approach to life that will reduce beadier and thus reduce suffering. Eventually the practices described lead to enlightenment.
