Where do you find in the bible speak those things that are not as if they are?

Romans 4:17 says, speaking of Abraham, "(As it is written, I have made thee a father of many nations,) before him whom he believed, even God, who quickeneth the dead, and calleth those things which be not as though they were." Romans 4:17 is all I could find, but it is in reference to God. Whether or not we should speak things into being is debatable, but certainly faith in God's word/predictions is commendable.
