First, do you mean sober= not drunk, or sober= sensible, serious?

yes you can become erect when you are drunk. dont believe everything the bible tells you, it was written a long long long long time ago and translated thru many languages before it was in english, so the meaning and emphasis could be completely different then originally intended. Editor's notes: You can get erect when drunk, BUT it is very hard and usually is rare.
There is no verse that says this, in fact, it says that no one will know the day or the hour of Christ's return.
