Luke 8:1-3 says "Shortly afterwards he went journeying from city to city and from village to village, preaching and declaring the good news of the kingdom of God. And the twelve were with him, and certain women that had been cured of wicked spirits and sicknesses, Mary the so-called Magdalene, from whom seven demons had come out, and Joanna the wife of Chuza, Herod's man in charge, and Susanna and many other women, who were ministering to them from their belongings." And these are not the only women mentioned that had a share in the preaching work.
Women of all ages can be preachers and teachers of God's word just as men have the opportunity to do so and Jehovah God values the part women play in declaring the good news and accomplishing his purposes. & they can preach to whomever they see has a desire to learn.
One reason that i can think of that a women might not preach to a man is if she feels another man might be able to relate or cultivate his interest better, and vice versa. But there's no verse in The Bible that says a women cannot preach at all or teach a man.

Sure....When Jesus rose from the dead, He first talked with Mary. She was told by Jesus to go and tell others that He has risen. A preacher is someone that shares the good news of the Messiah. Not only can women preach, but remember that the first person that Jesus instructed to preach about His coming to life was not a man, but a woman. I disagree with that a little, If you mean that a woman can be pastor then your wrong. Woman should not be pastors. They can tell people about the gospel but they should not be pastors.
