There are no Bible verses that state that Peter is the the keeper of the Gates of Heaven. Like many of the practices of the religions of Christendom this is a tradition of men, and stems form the Pagan belief that there was a person to guard the Gates of Heaven so that only those deemed as worthy could enter. It was similar to the Gates of Hell being guarded by the Hell Hound so that no one could leave Hell.
What Peter was entrusted with were the three Keys of the Kingdom - this can be found at Matt 16:19. They were used by him first, when the Holy Spirit was poured out on the 120 people who were gathered in the upper room on Pentacost 33 AD. Second, when He and John were sent to preach to the Samaritans, and third when he preached to the first gentile to become a Christian in 36 AD. Those scriptures can be found at Acts 2:1-41, Acts 8:14-17, and Acts 10:1-48 respectively. Having these Keys does not mean that everyone who goes to heaven has to be met by him; they mean that through his preaching work these separate peoples now had the Good News of the Kingdom preached to them and their chance for the Heavenly hope was now being made available.
