The notion of 'obstruction of justice' is found in Leviticus 5:1.

And if a soul shall sin, and hear the voice of swearing, and be a witness, whether he hath seen or known of it; if he doth not utter it, then he shall bear his iniquity.

There's another verse in the New Testament, in James 4:17, that touches upon this topic.

To him therefore that knoweth to do good, and doeth it not, to him it is sin.
