He doesn't bother with unbelievers because he has them captive and they will go to the Lake of Fire with him after Jesus Christ comes the Second time and judges the world. The devil knows his time is limited and then he will suffer in the Lake of Fire, but in the mean time he is doing everything possible to discourage and neutralize people who believe.
