Joel prophesied the work of the Holy Spirit as it occurred in the Book of Acts.
In Acts chapter 2, Peter quotes from the prophet Joelregarding the outpouring of the Holy Spirit. See Acts 2:16-21; compare to Joel 2:28-32.
Peter explained that they were not drunk, but filled with the Holy Spirit as predicted by the prophet Joel.
The matter of the sacrament is the laying on of the bishop's hands with the consecratory prayer (cf. Catechism of the Catholic Church, no. 1538).The form of the sacrament is the bishop's "specific consecratory prayer asking God for the outpouring of the Holy Spirit and his gifts proper to the ministry to which the candidate is being ordained" (CCC, no. 1573).
The Outpouring of the Holy Spirit occurred in Acts 2V1- Day of Pentecost. In Acts 2, I am sure you know the story - where the disciples were all in one place with one accord and suddenly there came a sound from heaven as of a rushing mighty wind and it filled the house where they were sitting. It was at this point that that cloven tongues of fire came upon them like fire and it sat upon them.........and so on. They were filled with the Holy Spirit and began to speak with other tongues, as the Spirit gave them utterance. This is when the outpouring of the Holy Spirit happened.

The minister may anoint the baptism candidate with oil as a sign of the outpouring of God's Holy Spirit.

As recorded in Acts 2:16-21, Peter heavily cited the prophet Joel, who specifically wrote of the events that occurred on Pentecost in Joel 2:28-32. He also quoted David (from Psalm 68), and alluded to prophecy found in Isaiah.
On Pentecost Sunday, special prayers are traditionally offered to commemorate the outpouring of the Holy Spirit. These prayers often focus on asking for the guidance, wisdom, and empowerment of the Holy Spirit in the lives of believers. They may also include thanksgiving for the gifts and fruits of the Spirit, as well as a request for a renewed sense of faith and unity among believers.
The Holy Spirit is With us to this very day. And God Is not a Prophet.
