Surah Taubah is revealed without Bismillah.
This signifies the detail taken into account on compililing Quran. The Quran was complied "as is" as it was revealed to prophet Muhammad PBUH.
Because, like in the Quran, at the start there is noBismillah (as opposed to most other suras which do start with Bismillah). This is probably because when it was revealed to Prophet Muhammad (saw/pbuh), it was never said. In a different surah (Surah Naml), Bismillah is recited twice.

In the Quran, there are a total of 114 chapters, known as surahs, and 113 of them begin with the phrase "Bismillah" (In the name of Allah, the Most Gracious, the Most Merciful). The only surah that does not start with this phrase is Surah At-Tawbah (Chapter 9). Therefore, 113 surahs begin with "Bismillah."
