Psalm 9 is a lament Psalm.
The psalms are a collection of poetry that is sung. These psalms are attributed to David and Asaph, the chief musician of the Temple. Of the 150 psalms, there are songs of prophecy and prayers and praise. One of the most famous among Christians is Psalms 22. David was not only a king, but these songs reveal that in his singing, he was prophetic.

In Hebrew tradition, the chief musician is commonly known as the "Hazzan" or "Cantor." The Hazzan leads the congregation in prayer and chants during religious services. They are responsible for the musical aspects of the worship experience, including leading the singing and sometimes playing musical instruments.

The Psalms are in the Tanakh (Hebrew Bible), not in the Talmud.
Maschil was the chief musician leading the Hebrew "choir" during the reign of King David of Israel. David apparently also wrote some of the psalms, as well as Maschil, and these psalms were set to music and presented before the assemblies of the people.
