Because names change, in Bible prophecy the nations of today are called after the names of their ancestors and ancestral history eg Jordan is Moab, and modern Iran is Elam or Persia. In summary, the phrase "the young lions" refers to nations that are cruel, despotic, destructive, devilish, degenerate, enemies of Israel, fierce, oppressive, proud, powerful, strong, subtle, tyranical, and violent, with bullied and terrified subjects. In the past these nations have included Scythia, Tartary, Russia, Syria, Asia Minor, the Less, Persia, Ethiopia, Tyre, Sidon, the Arabians, and the Edomites. The one thing they all have in common is that they are all all Gentile invaders of Israel [NB both past and future], they are descended from Abraham's son Ishmael, which means they are either Arabic or Islamic nations or those other nations which agree with them.

[Note:

"Arabic" and "Islamic" are not necessarily the same: for example, try telling an Iranian he is an Arab! The nation of Iran used to be called Persia which is descended from Elam so Iranians are Elamites , whereas most Arab nations are descended from Ishmael and are therefore Ishmaelites.]

As prophesied by Zechariah, they all hate Israel which at the rate things are going will definitely mean the whole world:

Zec 14:2 For I will gather all nations against Jerusalem to battle;...
