The Jewish leaders and teachers of the law wanted Jesus executed for blasphemy (He claimed that he was God). The chief priests sent a crowd to arrest Jesus, and the Sanhedrin (Jewish council) illegally tried Him and found Him guilty. But they did not have the authority to put Him to death, so they sent Him to the Roman authorities.
Pilate (the governor) and Herod (ruler of Jesus' region) both found no real reason to execute Jesus. But the crowds demanded His death, so Pilate handed Jesus over to be crucified. Roman soldiers carried out the actual crucifixion.
Those are the historical, temporal facts of the people involved in Jesus' death. However, one could also say that Jesus Himself made the decision to be crucified. God knew that people would sin (do, say and think wrong things). It is also true that no-one can enter God's presence if they have sinned. The standard to get into heaven when we die is perfection, but no-one can reach that standard! The only way to put our sin right is to be punished, and the punishment sin deserves is death.
The problem is that of course if *we* take that punishment, then we're dead! And so we can't be with God in heaven. God does not want that - The Bible says He doesn't want anyone to perish but wants us all to be saved from hell. So when Jesus died on the cross, He was taking the punishment that we deserved. In that sense, you could say that we were the ones who sent Jesus to be crucified - because of our sin.
And the good news is that Jesus didn't stay dead! He showed that God even has power over death, because God raised Jesus back to life. And now we are free from the slavery of sin!
