Anyone Muslim can lead, who ever leads is called the Imam ( The Leader)
There is a system for choosing the imam amongst a group of prayers:
-The most Quran-reciting.. if they are equal, then
-The most Sunnah-knowledged.. if equal,
-The married.. if equal,
-The oldest.
Nowadays, the Ministry of Islamic Affairs organised this issue by hiring well educated people to work as an Imam, in addition to preparing and telling the Khutbas in different occasions.
