According to the Biblical account . . .
The temporary migration to Egypt, to escape the famine in Canaan, was led by Jacob, the patriarch of the clan, just as you'd expect. Although he was elderly and frail at the time, the migration was certainly the result of his decision, and if he hadn't wanted it to happen, they would not have gone. The actual labor of loading the wagons, was handled by his 11 sons. There were less than 80 members of the family at that point in their history, and Joseph was already in Egypt.

The Israelites were led into the land of Egypt by Joseph, one of the twelve sons of Jacob. Due to a severe famine in Canaan, Jacob sent his sons to Egypt, where Joseph, who had risen to a position of power, invited them to settle in the region of Goshen. This migration eventually set the stage for the Israelites' later enslavement in Egypt.
