I don't think any one person "made up wishing". However, I do know that from time immemorial, people have always wanted things to be better for themselves, their friends and perhaps even the world as they knew it. Wishing may also be thought of as hope or aspiration. The example given above is selfless wishing. There is also selfish wishing where a person or persons may wish for more than they have or need. This type of wishing can be bad in that it may lead to jealousy and fighting either amongst their community or the world at large which can lead to fighting on a larger scale ie. war.
