That process was not firmly in place until the 12th century. The first person to be canonized a saint by a pope was Saint Udalric, Bishop of Augsburg, who was canonized by Pope John XV in 993. Some historians maintain that the first such canonization was that of Saint Swibert by Pope Leo III in 804. The last person to be named a saint by someone other that a pope was Walter of Pontoise who was canonized by Hugh de Boves, the Archbishop of Rouen in 1153. Thereafter, all canonizations were made through the Vatican and the pope.
