Because people have free will and all have different beliefs.
Because every person has their own version of who or what gods are. Their versions fill for each their own needs. Some people have similar beliefs or adopt attractive beliefs and a new sect and religious culture is born. You could never convince all people everywhere to believe the same religious program because their needs, cultures, practices, motives, morals, and desires are so different. It can be said that the laws of gods reflect the desires of men. And then there are the people who have no need of gods at all.
