God has handed 'dominion' over the animals to mankind. This means it is man's responsibility to be humane and to alleviate suffering of animals in all kinds of ways, including the way they die when they must. It is man who is cruel and man who has to give account for his actions towards God's creatures. Fortunately man has devised a number of ways to do this, including such things as electric shock which brings instant death. Of course if the intent here is to suggest that God is cruel in not helping, then this is far from the case.
