The Israelites didnt need quail at all.
They were (some among them) essentially doing the same thing Lots' wife did in looking back at Sodom and Gommorah. Lusting after it in their heart. It was just one of the other ways they expressed the same desire for the pagan lifestyle of Egypt. We see this lust reach its peak at the event of the 'golden calf'. All their cries were lies of the hidden truth. The text refers to the reason behind their cry as "they fell a lusting" (Num. 11:4). So we see the lust truly for 'Egypt' not quail. Which by implication is saying God is not able to feed and sustain them; but Pharoah is.
So that, to me, was the reason of it. They were truly desiring (lusting after) a pagon ruled lifestyle versus a One true God lifestyle; and that was just another way they try to get moses to get to thinking the same way - "Its better in Egypt". Saul made this mistake and lost his kingship. Adam made this mistake and lost the Garden. Eve made this mistake and bit the fruit; being seduced to 'lust'.
In the beginning, that brought death; all those that ate the quail in the wilderness met their end.
