In Luke 4:18, the author is paraphrasing Isaiah 61:1, which of course he was able to read in the Septuagint (early Greek translation from the original Hebrew). Isaiah had originally written of what he saw as his own mission to preach to the Jews, while Luke reinterpreted the passage in order to use it as a prophecy of the mission of Jesus.
With one exception, the differences can be accounted for by the differences in translation of the two verses from Greek into English. Translators choose words in the target language that they believe best reflect the intention of the original text.
The one difference in the two texts that is not due to translation variations is Luke's reference to "and recovering of sight to the blind ...". The reason for the difference is that this is one claim that Isaiah could not make for himself, but that Luke could make for Jesus if he was the Son of God.
